Qur'an 6:12 - Do people have to be blamed for disbelieve?

There are different answers to the question in the Qur’an:

They didn’t believe, so they lost their souls - Qur’an 6:12

” Say, "To whom belongs whatever is in the heavens and earth?" Say, "To Allah ." He has decreed upon Himself mercy. He will surely assemble you for the Day of Resurrection, about which there is no doubt. Those who will lose themselves [that Day] do not believe.” (Qur’an 6:12).

No soul can believe except by the will of Allah - Qur’an 10:100

” And it is not for a soul to believe except by permission of Allah , and He will place defilement upon those who will not use reason.” (Qur’an 10:100).

The Qur’an has two different statements about the same question that people are responsible for their disbelieve. One verse says that Allah is responsible for everything, while another verse says people have their own responsibility. Therefore we have found a contradiction in the Qur’an.
