Qur’an 6:38 - Is the Qur’an complete or not?

There are different answers to the question in the Qur’an:

Yes, the Qur’an is complete - Qur’an 6:38

“We have neglected nothing in the Book (of Our decrees)” (Qur’an 6:38 - Pickthall).

No, Allah’s word cannot even fill an ocean - Qur’an 18:109

“Say: Though the sea became ink for the Words of my Lord, verily the sea would be used up before the words of my Lord were exhausted, even though We brought the like thereof to help” (Qur’an 18:109 – Pickthall) That an ocean of ink is not enough to write all of Allah’s words means the Qur’an is not complete.

One verse in the Qur’an says that nothing have been left out in the Qur’an, while another verse is telling us that the Words of Allah are not over. Therefore the verses show a contradiction in the Qur’an.
