Qur’an 2:23 - Do unbelievers need to produce 1 or more surahs?

There are different answers to this question in the Qur’an:

1. Unbelievers must produce 1 surah - Qur’an 2:23, 10:38
”And if you are in doubt about what We have sent down upon Our Servant [Muhammad], then produce a surah the like thereof and call upon your witnesses other than Allah , if you should be truthful.” (Qur’an 2:23).
”Or do they say [about the Prophet], "He invented it?" Say, "Then bring forth a surah like it and call upon [for assistance] whomever you can besides Allah , if you should be truthful."” (Qur’an 10:38).

2. Unbelievers must produce 10 surahs - Qur’an 11:13
“Or do they say, "He invented it"? Say, "Then bring ten surahs like it that have been invented and call upon [for assistance] whomever you can besides Allah , if you should be truthful."” (Qur’an 11:13).

3. Unbelievers must produce more than 10 surahs - Qur’an 28:49
“Or do they say, "He invented it"? Say, "Then bring ten surahs like it that have been invented and call upon [for assistance] whomever you can besides Allah , if you should be truthful."” (Qur’an 28:49).

4. Conclusion
Some verse say that unbelievers must produce one surah to refute the Qur’an, another verse says it must be 10 surah, while another one says it must be more than 10 surahs. Because all verses about the same question have a different meaning, we have a difficulty in the Qur’an. Therefore the verses show a contradiction in the Qur’an.
