Qur’an 6:35 - Does Allah have mercy or not?

There are different answers to the question in the Qur’an:

1. Yes, Allah is merciful - Qur’an 6:12

"Say, "To whom belongs whatever is in the heavens and earth?" Say, "To Allah ." He has decreed upon Himself mercy. He will surely assemble you for the Day of Resurrection, about which there is no doubt. Those who will lose themselves [that Day] do not believe." (Qur’an 6:12)

2. No, Allah is not merciful - Qur’an 6:35, 14:4

"And if their evasion is difficult for you, then if you are able to seek a tunnel into the earth or a stairway into the sky to bring them a sign, [then do so]. But if Allah had willed, He would have united them upon guidance. So never be of the ignorant." (Qur’an 6:35)
"We did not send any messenger except [speaking] in the language of his people to state clearly for them, and Allah sends astray [thereby] whom He wills and guides whom He wills. And He is the Exalted in Might, the Wise." (Qur’an 14:4)

3. Conclusion

One verse is telling us that Allah is merciful, while two other verse say that Allah is not merciful. With two different answers there is a contrast about the same question. Therefore we have a difficulty in the Qur’an. The mentioned verses show a contradiction in the Qur’an.
